Recommending the identity of bidders in public procurement auctions has a significant impact in many areas of public procurement, but it has not yet been studied in depth. A bidders recommender would be a very beneficial tool because a supplier can search appropriate tenders and, vice versa, a public procurement agency can discover automatically unknown companies which are suitable for its tender. This paper develops a pioneering algorithm to recommend potential bidders using a machine learning method, particularly a random forest (...) classifier. The bidders recommender is described theoretically, so it can be implemented or adapted to any particular situation. It has been successfully validated with a case study: an actual Spanish tender dataset which has 102,087 tenders from 2014 to 2020 and a company dataset which has 1,353,213 Spanish companies. Quantitative, graphical, and statistical descriptions of both datasets are presented. The results of the case study were satisfactory: the winning bidding company is within the recommended companies group, from 24% to 38% of the tenders, according to different test conditions and scenarios. Joaquín M. Fuster is an eminent cognitive neuroscientist whose research over the last five decades has made fundamental contributions to our understanding of the neural structures underlying cognition and behaviour. This book provides his view on the eternal question of whether we have free will. Based on his seminal work on the functions of the prefrontal cortex in decision-making, planning, creativity, working memory, and language, Professor Fuster argues that the liberty or freedom to choose between alternatives is a function (...) of the cerebral cortex, under prefrontal control, in its reciprocal interaction with the environment. Freedom is therefore inseparable from that circular relationship. The Neuroscience of Freedom and Creativity is a fascinating inquiry into the cerebral foundation of our ability to choose between alternative actions and to freely lead creative plans to their goal. La Mentira juega un papel primordial en nuestra existencia individual y social. Así como otras especies pueden poseer rudimentarias forma de comunicación a través de lenguajes simples, la mentira es estrictamente humana ya que supone un avance evolutivo respecto a la mera existencia del lenguaje. La mentira es un arma evolutiva ofensiva y defensiva. La crisis que ha supuesto el denominado “giro ling ü ístico” ha hecho que el problema de la mentira haya salido del ámbito moral para estudiarse desde (...) distintas y múltiples perspectivas. La idea que se expone en el texto es que el interés actual por la mentira se basa fundamentalmente en el problema que se ha planteado con la crisis de la Verdad, es decir, la crisis de nuestra capacidad de afirmación, representación, conocimiento, etc. Si hemos renunciado a la verdad, tendremos que comenzar a relacionarnos con la Mentira: sus funciones, sus efectos, sus consecuencias. Se analiza el sentido de la mentira en el plano psicológico, social y ling ü ístico. El problema se ha desplazado hacia perspectivas más pragmáticas: la Mentira tiene sentido frente a los otros. Single-unit data from the cortex of monkeys performing working-memory tasks support the main point of the target article. Those data, however, also indicate that the activation of long-term memory is essential to the processing of all cognitive functions. The activation of cortical long-term memory networks is a key neural mechanism in attention (working memory is a form thereof), perception, memory acquisition and retrieval, intelligence, and language.

This commentary questions the target articles inferences from a limited set of empirical data to support this model and conceptual scheme. Especially questionable is the attribution of internal representation properties to an assembly of cells in a discrete cortical module firing at a discrete attractor frequency. Alternative inferences are drawn from cortical cooling and cell-firing data that point to the internal representation as a broad and specific cortical network defined by cortico-cortical connectivity. Ballard et al.'s is a plausible and useful model. Leaving aside some unnecessary constraints, the model would probably be valid through a wider gamut of interactions between the self and the environment than the authors envision.

Meaningful participant engagement has been identified as a key contributor to the success of efforts to share data via a “Medical Information Commons”. We present findings from expert stakeholder interviews aimed at understanding barriers to engagement and the appropriate role of MIC participants. Although most interviewees supported engagement, they distinguished between individual versus collective forms. They also noted challenges including representation and perceived inefficiency, prompting reflection on political aspects of engagement and efficiency concerns.

The processes mediating dynamic and flexible responding to rapidly changing task-environments are not well understood. In the present research we employ a Stroop procedure to clarify the contribution of context-sensitive control processes to online performance. In prior work Stroop interference varied as a function of probe location context, with larger Stroop interference occurring for contexts associated with a high proportion of congruent items [Crump, M. J., Gong, Z., & Milliken, B. . The context-specific proportion congruent stroop effect: location as a (...) contextual cue. Psychonomic Bulletin & Review, 13, 316–321.] Here, we demonstrate that this effect does not depend on awareness of the context manipulation, but that it can depend on attention to the predictive context dimension, and on the relative salience of the target and predictive context dimensions. We deal with situations incongruent with our automatic response tendencies much better right after having done so on a previous trial than after having reacted to a congruent trial. The nature of the mechanisms responsible for these sequential congruency effects is currently a hot topic of debate. According to the conflict monitoring model these effects depend on the adjustment of control triggered by the detection of conflict on the preceding situation. We tested whether these conflict monitoring processes can operate implicitly (...) in an implicit learning procedure, modulating the expression of knowledge of which participants are not aware. We reanalyze recently published data, and present an experiment with a probabilistic sequence learning procedure, both showing consistent effects of implicit sequence learning. Despite being implicit, the expression of learning was reduced or completely eliminated right after trials incongruent with the learned sequence, thus showing that sequential congruency effects can be obtained even when the source of congruency itself remains implicit. Tsirelson’s problem deals with how to model separate measurements in quantum mechanics. In addition to its theoretical importance, the resolution of Tsirelson’s problem could have great consequences for device independent quantum key distribution and certified randomness. Unfortunately, understanding present literature on the subject requires a heavy mathematical background. In this paper, we introduce quansality, a new theoretical concept that allows to reinterpret Tsirelson’s problem from a foundational point of view. A 2011 National Academies of Sciences report called for an “Information Commons” and a “Knowledge Network” to revolutionize biomedical research and clinical care. We interviewed 41 expert stakeholders to examine governance, access, data collection, and privacy in the context of a medical information commons. Stakeholders' attitudes about MICs align with the NAS vision of an Information Commons; however, differences of opinion regarding clinical use and access warrant further research to explore policy and technological solutions.

In “Why We Need Friendly AI”, Luke Muehlhauser and Nick Bostrom propose that for our species to survive the impending rise of superintelligent AIs, we need to ensure that they would be human-friendly. This discussion note offers a more natural but bleaker outlook: that in the end, if these AIs do arise, they won’t be that friendly.

BackgroundRespect for confidentiality is important to safeguard the well-being of patients and ensure the confidence of society in the doctor-patient relationship. The aim of our study is to examine real situations in which there has been a breach of confidentiality, by means of direct observation in clinical practice.MethodsBy means of direct observation, our study examines real situations in which there has been a breach of confidentiality in a tertiary hospital. To observe and collect data on these situations, we recruited students (...) enrolled in the Medical Degree Program at the University of Cordoba. The observers recorded their entries on standardized templates during clinical internships in different departments: Internal Medicine; Gynecology and Obstetrics; Pediatrics; Emergency Medicine; General and Digestive Surgery; Maxillofacial Surgery; Plastic Surgery; Orthopedics and Traumatology; Digestive; Dermatology; Rheumatology; Mental Health; Nephrology; Pneumology; Neurology; and Ophthalmology.ResultsFollowing 7138 days and 33157 h of observation, we found an estimated Frequency Index of one breach per 62.5 h. As regards the typology of the observed breaches, the most frequent were related to the consultation and/or disclosure of clinical and/or personal data to medical personnel not involved in the patient’s clinical care, as well as people external to the hospital. As regards their severity, severe breaches were the most frequent, accounting for 46.7 % of all incidents. Most of the reported incidents were observed in public areas, such as corridors, elevators, the cafeteria, stairs, and locker rooms.ConclusionsIn addition to aspects related to hospital organization or infrastructure, we have shown that all healthcare personnel are involved in confidentiality breaches, especially physicians. While most are committed unintentionally, a non-negligible number are severe, repeated breaches, thus suggesting a certain carelessness, perhaps through ignorance about certain behaviors that can jeopardize patient confidentiality. But what exactly is truth? What is its nature? Does it even have a nature in the first place? When do we say that some truth-bearers are true? Philosophers offer varying answers to these questions. In elementary logic textbooks, Venn diagrams are used to analyze and evaluate the validity of syllogistic arguments. Although the method of Venn diagrams is shown to be a powerful analytical tool in these textbooks, it still has limitations. On the one hand, such method fails to represent singular statements of the form, “a is F.” On other hand, it also fails to represent identity statements of the form, “a is b.” Because of this, it also fails to give an account (...) of the validity of some obviously valid arguments that contain these types of statements as constituents. In this paper, owing to the developments in the literature on Venn diagrams, we offer a way of supplementing the rules of the Venn diagram found in textbooks, and show how this retooled Venn diagram technique could account for the problem cases. This article is a general introduction to the psychology of reasoning. Specifically, it focuses on the dual process theory of human cognition. Proponents of the said two-system view hold that human cognition involves two processes (viz., System 1 and System 2). System 1 is an automatic, intuitive thinking process where judgments and reasoning rely on fast thinking and ready-to-hand data. On the other hand, System 2 is a slow, logical cognitive process where our judgments and reasoning rely on reflective, careful (...) analysis and data evaluation. Supposedly, these two cognitive processes are at play in every thinking task, and they sometimes work together and sometimes go against each other. (shrink)

In this paper we critically examine mobile markets as an emerging approach to serving communities with limited healthy food options. Mobile markets are essentially farm stands on wheels, bringing fresh fruits, vegetables and other food staples into neighborhoods, especially those lacking traditional, full service grocery stores, or where a significant proportion of the population lacks transportation to grocery stores. We first trace the emergence of contemporary mobile markets, including a brief summary about how and where they operate, what they aim (...) to achieve, who they serve, and the general constraints on their operations. We then report case study findings that examine the operational benefits and challenges of two mobile markets operating in Syracuse, New York. Our research suggests that although Syracuse’s mobile markets play a positive role in alleviating geographic, economic and social barriers to fresh food access experienced by elderly, immobile and low income residents living in Syracuse’s urban neighborhoods, the impacts of the mobile markets are dampened by both operational constraints and larger political and economic forces. The problem of the electromagnetic coupling for spin-3/2 particles is discussed. Following supergravity and some previous researches in the field of classical supersymmetric particles, we found that the electromagnetic coupling must not obey a minimal coupling in the sense of coupling the electromagnetic potential, but some kind of an electromagnetic field strength.

Drawing on a landscape analysis of existing data-sharing initiatives, in-depth interviews with expert stakeholders, and public deliberations with community advisory panels across the U.S., we describe features of the evolving medical information commons. We identify participant-centricity and trustworthiness as the most important features of an MIC and discuss the implications for those seeking to create a sustainable, useful, and widely available collection of linked resources for research and other purposes.
